Jane Marshall began
her term as Commissioner in 2005. Jane is a graduate of Eaton High School and
The Ohio State University with a BS in Engineering. 
Prior to becoming
Commissioner, she has served on a variety of boards including the Preble County
Fair Board, the Mental Health and Recovery Board, and the Preble County Farm
Bureau. She is also a member of the Preble County Republican Central and
Executive Committees.
Jane and her husband, Thomas, reside in Lanier
Township and are the parents of five children. They are faithful members of the
Concord United Church of Christ.

Campaign Reelection Announcement
Since being elected County Commissioner and then taking office in January, 2005 it has been my privilege to serve you. I believe much has been accomplished. I am announcing that I am seeking reelection to a second term and will be on the ballot on March 4, 2008. I have the same goals that I did four years ago… To serve and be accessible to the people of Preble County and keep Preble County a great place for families to call home.
One of my first actions after taking office was to ask about changing the business meeting day from Wednesday to Monday. The change in dates allows the local paper to cover commission news in a timelier manner. The spirit of openness is important to me.
In 2005, I suggested doing something to make the county website more user friendly. I requested and was allowed to purchase a basic website software package. The website I designed was presented the same day as that of a web consultant and was chosen by my fellow commissioners. Our staff does a wonderful job of keeping it up to date within our office at no additional cost to the county. The county website is www.prebco.org
Also in 2005, Preble County received a CHIP grant from the Ohio Department of Development to help with low to moderate housing for the county. We are pleased to partner with HIT Foundation to implement this program. In 2006, we were able to apply and received a second grant. These two grants together total more than $1.2 million.
I make it a point to be a good steward of your taxpayer dollars. In 2005, the budget had been set by the previous commission and was artificially low and frozen. As a result appropriations went from $9,038,000 at the beginning of the year to $9.9 million at year-end. That budget reduced the rainy day fund to about $300,000 and spent more then the county took in. In 2006, after working with elected officials and departments, a more real budget was set. At the end of 2006, our rainy day fund was as healthy as it started and county expenses were lower than revenues for the first time in years.
In 2007 we received a transportation-planning grant. We are working with the Miami Valley Regional Planning Commission to develop this plan. The plan should be completed in the spring of 2008.
I serve on and attend a variety of committees. I am on Family and Children First Council (FCFC), Local Emergency Planning Committee (LEPC), The Threat Assessment Team, The Preble County Mitigation Team, The GIS Committee, The Four County (Preble, Darke, Miami and Shelby) Workforce Policy Board, the Area Seven Workforce Commissioners Consortium, The PAS 119 Committee, the Preble County Bicentennial Board of Managers, the Preble County Area Community Improvement Corporation, as well as the Ag Committee and the Health and Human Services Committee for the County Commissioners Association of Ohio (CCAO). I attend these meetings and a host of other ones in and out of the county as time allows.
I have been to a variety of trainings and conferences and have networked with people and other county commissioners across the state. In an effort to find a solution to a vehicle tax issue with Indiana, last year, I went to Columbus and met with the Department of Taxation. I have met with the Ohio EPA a number of times concerning the Preble County Landfill.
Unless I am out of town, I am always at the Courthouse on Monday and Wednesdays for our commission meetings. In addition to my set office hours from 9am-noon on Fridays, I am usually in the courthouse for at least part of the day on Tuesdays and Thursdays.
I work hard to stay up to date on the issues that come before the Commissioners, by attending outside meetings, talking with people and doing my own research to educate myself about the topic at hand.
I see several issues confronting the county over the next couple years. We need a more balanced approach to economic development that takes into consideration the assets already in place or close at hand to our villages and the City of Eaton. Nearly $200,000 was spent over a four year period and our new interim director found little to show for it. We need to work out an agreement with the Humane Society as was agreed to verbally many years ago. We need to continue monitoring the placement costs at Children’s Services. Finally, we need to continue to be good stewards of the Preble County general fund.
